About Project

The Directorate of Panchayati Raj (DoPR), in partnership with the German Development Cooperation (GIZ), initiated a project to develop e-learning modules aimed at enhancing the capacities of Panchayati Raj Institutions (PRIs) in Uttar Pradesh. Focused on integrating climate change adaptation and disaster risk reduction (CCA-DRR) into Gram Panchayat Development Planning (GPDP), the project repackaged existing face-to-face training modules and developed new ones to address specific capacity-building needs. Leveraging a consortium comprising the Gorakhpur Environmental Action Group (GEAG) and Tattva Foundation, the project prioritized localized content development and innovative methodologies to empower PRIs and other stakeholders with the knowledge and skills needed for effective governance and sustainable development.

Objective

  • Training modules requiring integration of CCA-DRR: We developed content for the integration of Climate Change Adaptation and Disaster Risk Reduction into existing modules under RGSA on Gram Panchayat Development Planning, Block Panchayat Development Planning/Plan Preparation, District Panchayat Development Planning/Plan Preparation, Model Panchayat Plan, and OSR (Own Source of Revenue).
  • Training modules already existing with integration of CCA-DRR: We repackaged the available face-to-face training modules into e-learning courses under the framework of RGSA on Gram Panchayat Development Planning, Block Panchayat Development Planning/Plan Preparation, District Panchayat Development Planning/Plan Preparation, Model Panchayat Plan, and OSR (Own Source of Revenue). Additionally, we re-packaged modules already available for MKSP, PRIs, Green Recovery, and Medicinal & Aromatic Plants related under the CAFRI Project into e-Learning modules.
  • Documentation and Communication courses: We developed content/courses on Process documentation, Report writing, Preparation & designing of training modules, and Communication, with a focus on CCA-DRR, wherever applicable, and converted it into e-learning modules for PRIs.
