About Project
The DoEF&CC has developed a web-based knowledge Portal on
Clean Environment and Climate Change as one of the priority action
points under the Strategic Knowledge Mission of SAPCC.
It is envisaged that the Knowledge Portal will become a single central
repository (and a master repository of other similar repositories)
with resources on clean environment & climate change. The portal
will ensure that relevant and timely information and knowledge is
easily available, accessible, and retrievable and will further facilitate
the exchange and sharing of information among various
stakeholders e.g. State line departments, Non-Bank Financial
Institutions, Resource Conservation Groups, Community Based
Organizations, Self Help Groups, FPOs, Universities, Technical
Institutions, Private Industries, Media houses, and other institutions.
Key Objectives
The Portal will primarily focus towards achieving the following key objectives
- To develop a system for knowledge management on clean environment and climate change in
the form of an online knowledge
portal.
- To provide a web-based platform to assist in capacity building and knowledge development
& networking, sharing of global
best practices and practical learning landscape to various stakeholders.
- To act as a one-stop service website for information exchange and dialogue, intended to
fill the existing data and
knowledge gaps.
- To develop a discussion forum for knowledge partners and training institutions both in
India and abroad.
- To provide consolidated sources of clean environment & climate change-related
information and services to all
stakeholders of district/state knowledge networks and other stakeholders for mitigation,
adaptation, technology transfer
at a single common platform.
- To create an increased level of awareness among citizens in general and
government/non-government agencies and other
stakeholders involved in clean environment and climate change at all levels to raise
awareness and enhance their
resilience.
- To offer a virtual space for exchange, learning and advocacy on Clean Environment &
Climate Change issues.
- To capture the lessons learnt & best practices and make them available to Climate Change
practitioners and communities.
Components of the Portal
The knowledge portal offers several value-added services to multiple stakeholders. The menu of
services offered
includes:
- Information access and sharing: The portal facilitates sharing of information among
various stakeholders by collection, collation, classification and
analysis of data and information. It has an inbuilt system for query-based search and
retrieval of relevant information,
maps, charts, publications, tools, methodologies etc by the users.
- Archives of Major Events: The portal enables preservation and archival of clean
environment & climate change related information and knowledge
e.g. case studies, lessons learnt, best practices, films, documents, maps, and photographs
etc. It provides links to
other online libraries as a source for further information and reference material.
- Awareness Generation The portal serves as an important medium to enhance public
awareness on various facets of clean environment & climate
change. It also serves as a tool to disseminate information to communities and media.
- Online Discussion Forum: The portal provides bulletin board for clean environment &
climate change, news updates,
forum for discussions on
various aspects, and blogs on current and topical issues.
- Decision Support System The portal has been designed to also act as a decision
support system. Importantly, it will
provide support in
identifying the source of the Climate finance (e.g. public or private sources), the type of
Climate finance (grants,
loans, private equity or concessional finance), the flow mechanism of the Climate finance
(e.g. nationally at a state
level, bilaterally, or multilaterally); and whether the finance is over and above what would
have been provided anyway
(e.g. is it 'new and additional' to development assistance budgeting).
