Project Objectives:

The objective of this assignment is to develop, customize, and maintain a real-time Decision Support System (DSS) for BRLPS, focusing on HR, Finance, procurement, and inventory, and integrating it with CBO-MIS. The DSS-MIS aims to capture real-time, high-quality data with validation, offering user-friendly features for data analysis such as dashboards, indicators-based reports, tabular reports, alerts, maps, and drill-down reports. The system targets day-to-day management and policy-making at various levels, from SPMU to BPIU and Community Based Organizations (CBOs). Collaboration with project staff involves understanding data requirements, training in dashboard use, and iterative improvements. The project also involves sharing data with stakeholders through APIs. BRLPS currently employs a functional online application, CBO-MIS (Java and Oracle), and Project MIS (Oracle ERP), and the assignment includes studying these existing applications, addressing issues, and reporting on details like hosting, status, and modules.

Scope of Services:

To developing and implementing a new application for BRLPS, integrating modules from CBO-MIS and Project MIS. The ERP solution includes Finance, HRMIS, and Procurement with Inventory, customized as per client requirements. The development involves creating System Requirement Specification (SRS), coordination with BRLPS, testing, User Acceptance Testing (UAT), deployment, and ongoing maintenance. The system aims to be user-friendly, scalable, and capable of handling data entry at various levels. Additionally, the agency is responsible for developing a robust system for data entry, integrating existing web-based and mobile applications, importing existing data, and creating APIs for data sharing. The scope includes detailed requirements for Finance, HR, and Procurement modules, with a focus on functionality, reports, alerts, and integration. The agency is also required to provide qualified manpower, both offshore and on-site, for project management, business analysis, subject matter expertise, programming, and technical support throughout the project phases.
