Project Objective:

The objective of the assignment is to design, develop, train, implement, maintain and handover an Integrated Information System for the Department of Health & Family Welfare, Nagaland at different health care facilities/offices and setup a database which will facilitate the following :

• to establish a single source of information through central repository of health sector data;
• to provide access to information to different stakeholders including people, health care workers, suppliers and decision makers;
• to provide workflow system in designated areas to reduce delay and effort in processes;
• to strengthen health system components - Human Resource Management and Health Management Information System;
• to manage and monitor progress of Nagaland Health Project.

Scope of Services:

Design, development, and implementation of an integrated information system for healthcare facilities, offices, and institutions under the Directorate of Health & Family Welfare, Nagaland. The comprehensive system encompasses the creation of a Human Resource Information System, physical verification of employees, facility coding for public health facilities, Health Management Information System, Hospital Management System, and systems for operational efficiency and transparency. It also includes the supply and installation of hardware, data capturing and storage through various modes, and a Project Management System for Nagaland Health System. The system features an integrated, centralized, and online approach, complying with MDDS standards, utilizing open-source software, and ensuring security through digital signatures and regular audits. The project encompasses a detailed plan for data capturing, storage, and migration, with a focus on the gradual transition from offline to web-based reporting. The operation and maintenance phase includes stringent criteria for downtime, availability, and functionality, with a two-year maintenance period covering applications, websites, software, and hardware. The consultant is responsible for troubleshooting, warranty provision, performance monitoring, and preventive maintenance to ensure the seamless operation of the integrated information system.
